China Halts Nuclear Talks with U.S. Over Taiwan Arms Sales

China announced on Wednesday that it has suspended arms control and nuclear nonproliferation talks with the United States. This decision comes in response to the continued U.S. arms sales to Taiwan, a democratically governed island that Beijing claims as its territory.

The suspension of talks is a significant setback for global arms control efforts. It aligns China with Russia, which has also refused to engage in discussions with Washington about curbing the nuclear arms race. The Chinese Foreign Ministry spokesperson, Lin Jian, stated that recent U.S. arms sales to Taiwan have “seriously compromised the political atmosphere for continuing the arms-control consultations.”

Reasons for Suspension

China’s primary reason for halting the talks is its strong opposition to the U.S. providing arms to Taiwan. Despite China’s repeated protests, the U.S. has continued these sales, undermining mutual trust. The U.S. State Department spokesperson, Matthew Miller, criticized China’s decision, suggesting that it follows Russia’s lead by linking arms-control negotiations to other bilateral conflicts. This approach, Miller warned, increases the risk of an arms race.

Impact on Global Arms Control

The suspension of talks between the U.S. and China could have significant global implications. Analysts believe this move undermines strategic stability and increases the risk of costly arms races. The Arms Control Association’s executive director, Daryl Kimball, emphasized that the U.S., Russia, and China are legally bound by the Nuclear Non-proliferation Treaty to engage in talks to prevent an arms race. The refusal of Russia and the suspension by China are seen as serious setbacks.

Nuclear Arsenal Statistics

The statistics highlight the disparities in nuclear capabilities between the U.S., Russia, and China. The U.S. has approximately 3,700 nuclear warheads, with 1,419 of them strategically deployed. Russia has about 1,550 deployed nuclear weapons and a stockpile of 4,489 warheads. In contrast, China has an estimated 500 operational nuclear warheads, with projections suggesting it could have over 1,000 by 2030. These figures underline the significant gap between the U.S. and China in terms of nuclear arsenals.

U.S. Arms Sales to Taiwan

The U.S. remains Taiwan’s most crucial international backer and arms supplier, despite the lack of formal diplomatic ties. Recently, the U.S. approved $500 million in military financing for Taiwan, along with $2 billion in loans and guarantees. Additionally, $300 million was approved for spare and repair parts for Taiwan’s F-16 fighter jets. These actions have exacerbated tensions with China, which demands an end to these arms sales.

Future Prospects

The Biden administration supports a policy of “compartmentalization,” aiming to separate nuclear arms control talks from other contentious issues in the U.S.-China relationship. Despite China’s suspension of talks, the U.S. remains open to developing and implementing risk-reduction measures with China. However, the current impasse suggests that achieving meaningful dialogue on nuclear nonproliferation will be challenging in the near future.

ACZ Editor: When we say “arms race” in this context it is referring to nuclear warheads. But we are already engaged in a much wider arms race, with both the U.S. and China pushing technology to the hilt. But China, while behind U.S. in tech and production, has a substantial advantage in catching up – they are stealing weapons technology from the U.S. and do not have to spend the billions in research and development to build their weapons. Their jets look like ours, their carriers look like ours, their missiles look like ours and so much more.
