OpenAI Warns of Chinese Influence Operations

The race to dominate artificial intelligence is no longer confined to laboratories and technology companies. It is increasingly becoming a battle over public opinion, government policy, and America’s willingness to build the infrastructure needed to compete. According to recent findings from OpenAI, Chinese linked influence operations have attempted to shape that debate inside the United States. Other organizations, members of Congress, and commentators have argued that these efforts are part of a broader campaign to slow America’s AI development while China accelerates its own.

OpenAI recently disclosed that it had banned two clusters of ChatGPT accounts that it believes likely originated in China after they were used in what the company described as “apparent covert influence operations.” According to OpenAI, the accounts generated social media posts and images intended to manipulate legitimate public debate surrounding American AI policy and technology development.

One campaign, which OpenAI named the “Data Center Bandwagon,” produced content claiming that AI data center construction was driving up electricity prices for American families. A second operation generated material criticizing American tariffs while directing that China’s leader Xi Jinping should not appear in the content and that President Donald Trump should be featured instead. OpenAI also stated that this network promoted false claims alleging ChatGPT user data had been compromised. The company said those allegations were “entirely false.”

OpenAI emphasized that it found no evidence these campaigns achieved significant influence beyond their own coordinated activity. Nevertheless, the company warned that the operations demonstrated an effort by foreign actors to insert themselves into an ongoing American debate over AI infrastructure and technological leadership.

AI Competition Is Intensifying

The concerns come as China continues narrowing the gap with the United States in artificial intelligence. According to research cited in the materials provided, Chinese AI capabilities have advanced rapidly, raising concerns among American policymakers that maintaining leadership will require continued investment in computing infrastructure, advanced chips, and large scale data centers.

Congress has also focused increasing attention on alleged Chinese efforts to acquire American AI technology. During a House Select Committee hearing titled “China’s Campaign to Steal America’s AI Edge,” Chairman John Moolenaar warned that Chinese smuggling of advanced AI chips represents a major threat to American national security. He highlighted an alleged $2.5 billion chip smuggling case that he described as potentially the largest export control violation in American history.

The Debate Over Data Centers

The debate surrounding AI infrastructure has become increasingly contentious. Data centers require enormous amounts of electricity and water, leading to concerns from local communities about energy prices, environmental impacts, and quality of life. At the same time, technology companies argue that these facilities are essential if America hopes to remain competitive in AI.

According to the materials provided, more than 75 proposed data center projects valued at approximately $130 billion were successfully blocked during the first three months of 2026, while dozens of additional local moratoriums have been approved or proposed across the country.

The Bitcoin Policy Institute argues that foreign actors have attempted to exploit these legitimate local concerns. In its report, the organization contends that foreign influence has operated through three primary channels: Chinese state media, networks allegedly aligned with Shanghai based businessman Neville Roy Singham, and large foreign funded nonprofit organizations. These conclusions represent the institute’s analysis.

Foreign Funding Draws Congressional Scrutiny

The report also discusses Swiss billionaire Hansjörg Wyss, who has contributed hundreds of millions of dollars through charitable organizations that support progressive advocacy groups in the United States. According to the report, Wyss has routed approximately $700 million into American nonprofit organizations through the Wyss Foundation and the Berger Action Fund.

One major recipient has been the Sixteen Thirty Fund, a central organization within the Arabella Advisors managed nonprofit network. According to the materials provided, the Sixteen Thirty Fund has received roughly $278 million connected to Wyss and is currently the subject of a House Oversight Committee investigation examining allegations involving a reported paid influencer program and possible campaign finance disclosure issues. Those allegations remain under investigation.

The Bitcoin Policy Institute further argues that some organizations receiving foreign connected funding later participated in coalitions supporting restrictions on AI data center construction. According to the report, this illustrates what the authors describe as a coordinated campaign to influence American AI policy. That characterization reflects the report’s conclusions.

Kevin O’Leary Raises Alarm

Investor Kevin O’Leary has become one of the most outspoken critics of what he believes is foreign interference in America’s AI debate. In media appearances, he claimed that “hundreds of millions of dollars” originating from China are being used to oppose American data center projects. He has further alleged that many protesters are financially supported through indirect channels.

The materials provided also note that Interior Secretary Doug Burgum expressed similar concerns, stating that opposition to many data center projects is “not organic and local” and that communities attempting to build AI infrastructure are being “bombarded with foreign directed propaganda.” At the same time, the reporting notes that neither O’Leary nor Burgum had publicly presented verifiable evidence supporting those broader claims.

Ryan Fedasiuk of the American Enterprise Institute is quoted as taking a more nuanced position, arguing that foreign influence efforts appear to exist while cautioning that Chinese activity is not the sole reason many Americans oppose new data centers. Likewise, the Bitcoin Policy Institute acknowledges that many Americans have genuine concerns about AI development that deserve serious consideration.

A Growing Strategic Contest

The evidence presented by OpenAI, congressional investigations, and outside policy organizations points to a growing effort by China to influence American discussions surrounding artificial intelligence and the infrastructure required to support it. These influence campaigns are intended to slow American AI development while China continues expanding its own capabilities.

Whether those operations ultimately succeed remains uncertain. OpenAI concluded that the campaigns it identified achieved little measurable impact. However, the number of data centers that have been delayed or canceled, even in light of massive community benefits is indicative of extraordinary influence – worthy of investigation, should any law or intelligence group care to do it.
