Chinese Students: A Trojan Horse Stealing U.S. Military IP

The United States is fighting back against a growing threat: Chinese students stealing critical American technology and research to boost China’s military and economic power. Investigators say this is no accident. It’s part of a long-term strategy by the Chinese Communist Party (CCP) to infiltrate American universities and steal the country’s intellectual property, especially military-related innovations.

The Scale of the Problem

There are nearly 277,000 Chinese students studying in the United States. Most are here for honest academic pursuits. But a small, dangerous minority are using their student status as cover for espionage. In a 2019 warning, the FBI said that Chinese students are being used as “non-traditional collectors” of American intellectual property, acting as undercover agents for the CCP.

These acts of espionage are not random. China’s government has millions of students as party members, and many of these students are under orders to gather information for the Chinese military. Programs like the “Thousand Talents Plan” and scholarships from the Chinese government push Chinese students to steal U.S. technology and send it back to Beijing.

Universities’ Role in the Threat

American universities, known for their open, collaborative environments, have become prime targets. Billions of taxpayer dollars fund cutting-edge research on these campuses. Chinese students and researchers have been caught transferring this sensitive information to China.

Unfortunately, many universities have turned a blind eye. Driven by money from foreign students and a desire for international partnerships, some schools ignored warning signs. Elite universities like Harvard and Stanford have faced scrutiny for hosting Chinese researchers linked to the Chinese military.

Recent Cases of Chinese Espionage

Federal prosecutors have taken action in dozens of cases where Chinese nationals used their student visas to commit espionage. Here are some examples:

Shi Fengyun
Shi entered the U.S. on a student visa and used a drone to photograph the Newport News Shipbuilding facility in Virginia, which builds nuclear submarines. In 2024, Shi pleaded guilty under the Espionage Act and was deported back to China.

Zhao Qianli
Zhao was caught in 2018 taking photos at a Navy air station in Key West. He admitted he had military training in China but lied about it on his visa.

Zhang Hao
A Chinese professor, Zhang worked with others to steal wireless technology developed in the U.S. and pass it to the Chinese military. He was sentenced to 18 months in prison.

Zheng Zaosong
Zheng was a visiting student at Harvard Medical School. In 2019, he was caught smuggling 21 vials of biological materials in a sock at the Boston airport.

Guan Lei
A UCLA researcher, Guan was investigated for sending sensitive software to China’s National University of Defense Technology. He tried to destroy evidence by throwing a hard drive in a dumpster before his arrest.

Ye Yanqing
Ye was a lieutenant in China’s People’s Liberation Army (PLA). She lied about her military status on her visa and gathered intelligence while posing as a student at Boston University.

These examples are just part of a larger pattern. Prosecutors have also found Chinese nationals with direct ties to the military, researchers smuggling data, and students harassing Chinese democracy activists in the U.S. In 2020, Wu Xiaolei, a student at Berklee College of Music, threatened a fellow student who posted pro-democracy messages.

Rubio’s Response

The U.S. government has had enough. Secretary of State Marco Rubio announced on May 29 that the United States will start aggressively revoking Chinese student visas. This move targets students linked to the CCP or working in critical fields like engineering and defense. “We will not tolerate the CCP’s exploitation of U.S. universities or theft of U.S. research,” said State Department spokesperson Tammy Bruce.

The Trump and Biden administrations have tightened visa restrictions for Chinese nationals in sensitive areas. Investigations have also led to the closure of Confucius Institutes—Chinese-run cultural centers on U.S. campuses accused of serving as CCP propaganda arms.

Not everyone agrees with these tough measures. Some critics say they could unfairly target innocent students and strain relations between the U.S. and China. Others argue that universities should have done more to protect American research from theft in the first place.

Christopher Balding, a fellow at the Henry Jackson Society, said, “We need to do much better and deeper background checks, and children of CCP officials should not be studying in the U.S.”

The United States is in a fight to defend its technological edge. China is using students as tools to gain power at America’s expense. By revoking visas, closing Confucius Institutes, and prosecuting these spies, America is sending a clear message: we will defend our universities, our research, and our national security.

ACZ Editor: Remember that by Chinese law, any student in the U.S. (or anywhere for that matter), must cooperate with Chinese intelligence. The consequences of not cooperating could be jail time in China, or severe problems for family members, including jail time on trumped up charges.
