Federal authorities have carried out what they are calling the largest seizure of methamphetamine precursor chemicals in U.S. history. The bust involved 1,300 barrels of chemicals shipped from China and bound for Mexico’s Sinaloa Cartel. Officials said the operation prevented the production of hundreds of thousands of pounds of methamphetamine that would have ended up in American communities.

The announcement came during a press conference in Pasadena, Texas, led by Jeanine Pirro, U.S. Attorney for the District of Columbia. She stood before rows of blue barrels and told reporters that “tons of chemicals that are used to create synthetic drugs like methamphetamine and fentanyl are shipped from China to Mexico in China’s undeclared war against America.”

Pirro was joined by Immigration and Customs Enforcement Acting Director Todd Lyons, as well as officials from Homeland Security Investigations and U.S. Customs and Border Protection. Each agency played a role in tracking, intercepting, and confiscating the chemicals at sea before they reached cartel-controlled ports. Lyons explained the federal approach, saying, “Had these precursors made it to the destination, they would have made hundreds of thousands of pounds of methamphetamine, with profits of over half a billion dollars, which would lead to more American deaths here, not only in Houston, but all across the country.”

The seizure included 363,000 pounds of benzyl alcohol and 334,000 pounds of N-Methylformamide. These solvents are tightly controlled because of their role in manufacturing synthetic drugs and even explosives. According to officials, the haul could have been converted into 420,000 pounds of methamphetamine, with an estimated street value of at least $569 million.

Pirro told the press, “I want you to look at these barrels and imagine dead Americans in their place; that’s the kind of devastation this seizure has prevented.” To transport the 1,300 barrels from the port to a secure Homeland Security storage site, investigators required 24 eighteen-wheelers.

The Route from China to Mexico

The chemicals were originally loaded at a port in Shanghai, China, and were shipped toward Mexico, where the Sinaloa Cartel operates vast underground labs. The plan, according to authorities, was for the cartel to convert the shipment into methamphetamine that would then be smuggled into the United States. Pirro declined to reveal the exact location where the seizure occurred, saying only that the barrels were intercepted aboard two vessels “on the high seas.”

The containers were ultimately brought to the Port of Houston, where the Department of Justice showcased the scale of the seizure. A Department of Justice media advisory described it as “the largest law enforcement bust of precursor chemicals bound for a foreign terrorist organization.”

China’s Role in the Drug Pipeline

Pirro directly accused China of fueling the drug crisis in the United States. “Tons of chemicals that are used to create synthetic drugs like methamphetamine and fentanyl are shipped from China to Mexico,” she said, linking the shipment to what she described as Beijing’s “undeclared war against America.”

The bust comes at a time of mounting pressure on China from the Trump administration over fentanyl and meth precursors. Earlier this year, the U.S. Treasury Department sanctioned Guangzhou Tengyue Chemical Co., Ltd., along with two company representatives, for “manufacturing and coordinating shipments of illicit opioids and chemical agents to the United States.” U.S. officials argue that China has failed to stop traffickers from exporting the raw ingredients fueling the American overdose epidemic.

Legal Authority Under Terrorism Statutes

One reason the seizure was possible, officials explained, was because the Sinaloa Cartel was recently designated a Foreign Terrorist Organization. That label gave prosecutors the authority to act under anti-terrorism forfeiture laws for the first time in a precursor seizure. Lyons described the move as historic, saying, “This marks the first time a seizure warrant was issued under the terrorism statute for material support of a foreign terrorist group. By cutting off the supply of precursor chemicals before they reached cartel labs, we’ve prevented hundreds of thousands of pounds of methamphetamine from flooding American communities.”

Officials stressed that the bust would slow the Sinaloa Cartel’s operations, though they admitted the cartel would likely regroup. Pirro told reporters that “the seizure will put a dent in the drug trafficking organizations, though it may take them a while to recoup from the loss.”

Jud Murdock, Director of CBP’s Houston Field Operations, framed the operation in broader terms. “The Sinaloa Cartel’s activities are not merely criminal; they are acts of terror that threaten our nation’s security,” he said. “This seizure is not just a victory for law enforcement. It’s a victory for every family and every individual who’s been impacted by the devastation of drug addiction and cartel violence.”

President Donald Trump hailed the bust on his Truth Social platform, calling it the “largest ever seizure of precursor chemicals used to make methamphetamines.” Trump added, “Please let this serve as notice to anybody even thinking about bringing drugs into the United States of America. BEWARE!”

Pirro also emphasized the new powers under the terrorist designation, saying, “Because President Trump and Secretary Rubio declared the Sinaloa Cartel a Foreign Terrorist Organization, we can now strike faster and hit harder.”

The administration has also highlighted the link between fentanyl precursors from China and the rise in American overdose deaths. In 2023 alone, more than 34,800 Americans died from overdoses involving psychostimulants, primarily methamphetamine.

A Blow Against Cartels, But Not the End

Federal officials framed the seizure as a milestone in the fight against synthetic drugs, but they also acknowledged the challenge ahead. The Sinaloa Cartel and other criminal groups continue to operate with global supply chains and billions of dollars in profits. Pirro summed up the stakes when she said, “Whenever there is an effort on the part of foreign terrorist organizations to create drugs that are killing Americans, we will seize them, whether it’s on the high seas or whether it’s in the country or in a foreign country.”
