A select subcommittee in Washington has released a special report outlining crucial steps to prevent a potential war with China over Taiwan. The report, titled “Ten for Taiwan,” presents lawmakers with a blueprint of actions Congress can take to deter Beijing from launching an assault on the self-governed island. Representative Mike Gallagher emphasizes the significance of a bipartisan approach in shaping foreign policy, highlighting that Congress should play an active role in countering Chinese Communist Party (CCP) aggression

.Beijing considers Taiwan as its sovereign territory, the US acknowledges China’s stance under the “One China Policy” but views Taiwan’s sovereignty status as unsettled. Defense experts and military officials have long warned of Chinese President Xi Jinping’s intent to “reunify” with Taiwan through diplomatic or forceful means. Previous administrations have been cautious in provoking Beijing, but as tensions between the US and China escalate, economic interactions alone are proving insufficient to dissuade China’s aggression.

The subcommittee’s report urges Congress to reclaim its authority and develop a long-term bipartisan strategy to counter CCP aggression. By fostering unity and agreement across party lines, policymakers aim to establish a resilient and lasting approach that extends beyond individual administrations. The committee’s proposed policies, if implemented, hold the potential to become critical legislation in response to CCP-related challenges.

To enhance deterrence and promote peace in the Indo-Pacific region, the report emphasizes the need to bolster the US military’s presence and deploy additional long-range weaponry and defense mechanisms in the area. The subcommittee conducted “war games” with experts to identify immediate measures that the US must adopt to prevent a catastrophic failure of its policy. The report highlights the importance of arming Taiwan during relative peacetime, as an active Chinese attack could impede critical weapon deliveries due to Taiwan’s geographical constraints.

The report also calls for the establishment of a combined planning group between the US and Taiwan, enabling trust-building and procedural development before any conflict arises. Enhanced military training with Taiwan is crucial not only to strengthen Taipei’s defensive capabilities but also to ensure effective coordination between the two forces if the need arises. The subcommittee emphasizes the significance of military-to-military relations with Taiwan, despite potential backlash from China, as a means to maintain peace and stability in the Taiwan Strait.

Moreover, the report recommends reinforcing US-Taiwan diplomatic relations and exchanges, even in the face of objections and threats from China. Representative Gallagher asserts that engaging with Taiwan in line with existing legislation, such as the Taiwan Relations Act, is vital. While China may perceive such engagement as provocative, fear should not deter the US from actively fostering relations with Taiwan.
