Transnational repression is a growing menace that needs urgent global attention. A recent report by Freedom House reveals that authoritarian regimes such as China, Russia, and Cambodia are spearheading efforts to silence critics living in exile. These regimes employ a range of nefarious tactics, including assassinations, abductions, digital surveillance, and threats against family members, creating a pervasive climate of fear and insecurity for dissidents worldwide.

The Major Perpetrators

According to Freedom House, the five worst offenders in 2023 were China, Russia, Cambodia, Myanmar, and Turkmenistan. These countries have consistently targeted exiled political activists, journalists, former regime insiders, and members of ethnic or religious minorities. The analysis revealed a staggering 125 physical attacks last year alone, which included detentions and unlawful deportations.

China

China has been responsible for a quarter of all documented incidents of transnational repression over the past decade. Beijing has aggressively targeted Uyghur activists and other ethnic minorities, using sophisticated digital surveillance tools to monitor and harass dissidents abroad. The Chinese government has also misused Interpol to issue Red Notices against critics, facilitating their arrest and deportation.

Michael Abramowitz, the president of Freedom House, stated, “The phenomenon of authoritarians striking down dissidents who have sought refuge abroad is not going away. Democracies will have to do more, and soon, to protect their sovereignty and their fundamental values.”

Russia

The Kremlin orchestrated at least 18 incidents of transnational repression last year, focusing on anti-war activists and defectors in countries like Armenia, Georgia, and Kazakhstan. Victims often face renditions or deportations back to Russia, where they are subjected to harsh penalties. These incidents highlight Russia’s relentless pursuit of its critics, no matter where they seek refuge.

Cambodia

The Cambodian government executed at least 15 documented incidents of repression, including assaults on activists in neighboring Thailand. Cambodian authorities have also collaborated with Thai officials to extradite dissidents, further expanding their reach beyond national borders. This cooperation has made it increasingly difficult for Cambodian activists to find safe havens.

High-Profile Cases

Transnational repression has touched many lives, with high-profile cases illustrating the severity and reach of these tactics.

Iran

Iran has targeted exiled dissidents with alarming frequency. Last year, Iranian counter-terrorism police investigated serious threats against London-based staff of a Farsi-language news channel. BBC staff in London reported feeling so harassed by Iranian authorities that they feared walking outside alone. Such intimidation tactics aim to silence voices critical of the Iranian regime, even thousands of miles away from Tehran.

India

Agents of the Indian government were accused of assassinating Hardeep Singh Nijjar, a Canada-based Sikh activist, and planning an attack against another activist in the US. This prompted UK MPs to raise concerns about the safety of Sikh activists in Britain after an “intelligence hitlist” emerged targeting individuals living outside India. The chilling reality of such state-sponsored hits underscores the lengths to which these regimes will go to eliminate opposition.

Rwanda

Rwandan authorities have been implicated in several cases of transnational repression. Cassien Ntamuhanga, a Rwandan journalist and asylum seeker in Mozambique, disappeared after being detained by Mozambican police. His whereabouts remain unknown, highlighting the dangerous reach of the Rwandan government. Rwandan authorities are known for their ruthless tactics, often extending their reach beyond Africa.

Response From the West

The United States and other countries are taking several steps to counter transnational repression. In the U.S., the Federal Bureau of Investigation (FBI) has defined transnational repression and trained its staff to identify cases. The U.S. Congress passed the National Defense Authorization Act for Fiscal Year 2022, which includes provisions to counter governments’ misuse of Interpol for political purposes. There are also legislative efforts like the Stop Transnational Repression Act and the Transnational Repression Policy Act aimed at holding foreign governments accountable for targeting individuals within U.S. borders.

Internationally, countries are collaborating to address this issue. During the 2022 G7 Summit, 12 countries and the European Union highlighted the need to build resilience against foreign interference and acts of transnational repression. The European Parliament recommended measures to combat politically motivated Red Notices issued through Interpol. Additionally, in April 2023, several countries, including Australia, Germany, and the United States, adopted the Declaration of Principles to Combat Transnational Repression at the Summit for Democracy. This non-binding declaration calls for democratic governments to acknowledge and commit to addressing transnational repression.

The credibility of these responses is mixed. While these steps represent significant progress, the effectiveness of these measures remains to be seen. Despite these efforts, governments like China, Russia, and others continue to target dissidents abroad. The persistence of these attacks, as documented by Freedom House and Human Rights Watch, suggests that more comprehensive and enforceable measures may be necessary. The current responses are a crucial start, but there is a need for stronger international cooperation and robust enforcement to effectively counter transnational repression.

A Darker Reality

The reality of transnational repression is both dark and disturbing. Governments employ a range of tactics to silence critics, from digital surveillance to outright assassination. Methods of repression are varied and brutal, including killings, unlawful removals (expulsions, extraditions, and deportations), abductions, enforced disappearances, targeting of relatives, abuse of consular services, and digital harassment.

Human Rights Watch has documented over 100 cases of transnational repression. This includes the execution of Rwandan refugees, the extradition of Cambodian dissidents, and the abduction of Belarusian activists. These tactics create a chilling effect on freedom of expression, association, and assembly among those targeted or fearing they could be next.

Yana Gorokhovskaia, the research director for strategy and design at Freedom House, stated, “It’s clear that governments are not being deterred from violating sovereignty and targeting dissidents living abroad.” This statement underscores the urgent need for a global, rights-centered response to transnational repression.

Authoritarian regimes like China, Russia, and Cambodia continue to target critics beyond their borders, employing a range of tactics to silence dissent. These actions may be foreign to someone in the West who may not be aware of the characteristics of brutal totalitarian governments, but be advised – all of this is real.
